Planning Commission <br />August 24, 2021 <br />Page 8 <br />Master Plan were specific to the side of the road the trail would be placed and <br />wouldn't be prioritized as to which trails are done first. The trails would be added as <br />roadways are improved and as developments go in. <br />The commission reviewed Chapter 8 — Infrastructure, and Commissioner Booth <br />asked if residents were surveyed regarding broadband availability. <br />Mr. Carlton explained the map put together by Sherburne County of areas where <br />broadband is available and where there are service gaps. It was noted DEED also <br />provided a database of broadband information for the plan. <br />Chapter 8 — Mr. Nolin indicated they are editing the section north of Highway 10 <br />between the lake and the river and acknowledging the cutoff. <br />It was the consensus of the commission to include the section north of Highway 10 <br />and the lake/river to acknowledge the cutoff. <br />Commissioner Keisling asked about the park maintenance provisions and how those <br />are managed. He felt the focus on building parks should include how these assets are <br />maintained and perhaps some framework could be included. <br />After some discussion, it was the consensus of the commission to add language on <br />page 110 in the Focus Resources to maintain park assets to a high level; page 139, on <br />the Implementation Action Matrix - maintain the current parks before adding <br />additional. <br />The commission discussed Chapter 9 — Implementation Plan. <br />Commissioner Rydberg discussed the importance of community communications; he <br />also supported the negotiation process between staff and the developer prior to <br />meeting with the commission and council level, and to support and encourage staff <br />to allow them to have resources to make decisions before presenting and providing <br />detailed information on how staff came to the final product. <br />Chair Larson -Vito agreed but stated some of these communications are guided by <br />state statute and going above and beyond can be problematic legally; she felt <br />discussions with the city attorney could clarify those concerns. <br />Mr. Carlton indicated the consistency in public hearing notice requirements and how <br />the council notifies for each project consistently. <br />Commissioner Keisling asked if the components are prioritized in the matrix and <br />how those are taken into consideration. <br />Comtmssioner Johnson stated things happen organically and didn't think there was a <br />way to weigh each item, noting each committee or commission will review these <br />items. He stated the council will direct staff and the commissions of what is a <br />priority. <br />p I I I R I I Ir <br />NATURE <br />
