I <br />fla <br />Purpose of the <br />Comprehensive <br />Plan <br />The Elk River Comprehensive Plan is a guiding policy <br />document that promotes the community's vision for <br />the next 20 years. This vision is derived from commu- <br />nity outreach, stakeholder engagement, City staff, and <br />elected and appointed officials. The Comprehensive Plan <br />includes goals, objectives, and specific projects, policies, <br />and programs based on the vision to address the needs <br />and desires of the community. The document serves as <br />an important tool for elected and appointed officials, <br />providing recommendations and strategies to make that <br />vision a reality. The City of Elk River derives its authority <br />to develop and implement the Comprehensive Plan from <br />Minnesota State Statute 462.356. <br />bl <br />Planning Process <br />The Elk River Comprehensive Plan was developed in a five - <br />step planning process which is outlined below. <br />Step 1: Project Initiation <br />This step kicked off the planning process with meet- <br />ings and workshops with key City staff, officials, and the <br />Comprehensive Plan Advisory Committee (CPAC) prior to <br />undertaking other community outreach activities. <br />Step 2: Public Participation Program <br />This step involved gathering input and feedback directly <br />from the community via interactive online mapping, <br />surveys, interviews, and workshops. This included a flexible <br />approach to engagement that was sensitive to COVID-19 <br />restrictions. <br />Step 3: Community Vision, <br />Goals, and Policies <br />This step established the overall vision for the future of Elk <br />River and provided the foundation for preliminary goals <br />and policies to be later flushed out in step 4. <br />Step 4: City-wide Framework <br />Plans and Web Meetings <br />Step 4 included the creation of a series of framework <br />plans that informed each chapter of the final Plan and <br />were reviewed with the CPAC and City staff prior to more <br />detailed plan development. <br />Step 5: Comprehensive Plan <br />Document and Adoption <br />Based on steps 1-5, a draft comprehensive plan was <br />prepared for review and consideration. <br />2 <br />I07CL\arr07C1OWN I AVE9101WO <br />Introduction • Elk River Comprehensive Plan <br />
