Ms. Stearns also emailed staff after the meeting to further discuss expansion of <br />the urban service area and park improvements that she would like to see within the community. <br />The Planning Commission closed the public hearing and discussed the draft comprehensive plan at length, <br />including expansion of the urban service area, roadway and trail connections, land use changes, housing, and <br />economic development. <br />A full review of the discussion can be reviewed in the draft Planning Commission minutes, included as an <br />attachment. <br />After significant discussion, the Planning Commission unanimously recommended adoption of the draft <br />Comprehensive Plan with the following changes: <br />■ MMPA and County Government Center land use map edits (and related edits to supporting maps). <br />■ Add discussion regarding coordination with schools and service providers to address capacity as growth <br />occurs (on last page of Land Use chapter). <br />■ Add recommendation regarding fee schedule review (and include in Implementation Action Matrix). <br />■ Ensure "third places" language is softened to not take a hard line on requirements versus incentives; add <br />potential strategy of reduction in park dedication requirement as a potential incentive for including "third <br />place" amenities (and include in Implementation Action matrix). <br />■ Revise the park service area map to account for waterbodies as barriers. <br />■ Include a discussion of park maintenance within the "Focus Resources" section of the Parks chapter. <br />The Sherburne County Board reviewed the land use recommendation for their parcel south of the Sherburne <br />County Government Center and requested their parcel to be guided for Mixed -use rather than Mixed Residential <br />as recommended by the Planning Commission. <br />Financial Impact <br />Adoption will not have an impact, but implementation of the plan will bring additional costs in the future. <br />Mission/Policy/Goal <br />■ Responsibly grow <br />■ Meet changing needs of the community. <br />■ Opportunity to live, work, and play. <br />■ Help, not hinder citizen quality of life. <br />Attachments <br />■ Draft 2021 Comprehensive Plan <br />■ Draft minutes from August 24, 2021, Planning Commission Meeting <br />■ Resolution Adopting the Comprehensive Plan <br />N:APublic Bodies\Agenda Packets\09-20-2021\Done\7.1 sr Comprehensive Plan.docx <br />
