Housing and Redevelopment Minutes <br />August 2, 2021 <br />6. Public Hearings <br />There were no public hearings. <br />7.1 HRA Housing Rehabilitation Loan Program Update <br />Ms. Eddy presented the staff report. <br />7.2 Main and Gates Update <br />Ms. Eddy presented the staff report. <br />Page 2 <br />Moved by Commissioner Chuba seconded by Commissioner Wagner to approve the <br />report submitted by American Engineering Testing, Inc. of the Preliminary Report <br />of Geotechnical Exploration for the Main and Gates Redevelopment which includes <br />the preliminary subsurface exploration results (soil borings) as outlined in the staff <br />report. <br />Motion carried 4-0. <br />Ms. Eddy presented a handout regarding the downtown hanging baskets and a recent <br />request for proposals by the HRA for installation and maintenance of downtown baskets. <br />She stated the handout was a quote from Yardworx Outdoor Services proposing a 3 -year <br />contract for growing, installation, and maintenance of the downtown hanging baskets. She <br />stated staff is requesting approval of the proposed quote as outlined in the handout. She <br />stated it does align with the proposed 2022 budget as $25,000 is proposed annually. <br />Commissioner Chuba asked about the status of the HRA to purchase larger pots with the <br />larger water reservoir. <br />Ms. Eddy stated the water reservoir pots were already budgeted for in 2021 and once the <br />agreement is signed with Yardworx, the pots will be delivered to them in the fall for storage <br />and planting. <br />Commissioner Swenson asked about the 3 -year contract length. <br />Ms. Eddy explained in May when Suzanne Fischer presented this item, it was the consensus <br />of the HRA to propose a 3 -year term in the RFP so the HRA would not have to revisit the <br />topic annually. <br />Commissioner Wagner stated she likes the 3 -year contract proposal as it provides stability <br />for this program, the plantings and care will remain consistent, and it will show great results. <br />Commissioner Chuba asked about the entire process. <br />
