Public Hearings There were no public hearings. 7.1 HRA Housing Rehabilitation Loan Program Update Ms. Eddy presented the staff report. 7.2 Main and Gates Update Ms. Eddy presented the staff report. It Moved by Commissioner Chuba seconded by Commissioner Wagner to approve the report submitted by American Engineering Testing, Inc. of the Preliminary Report of Geotechnical Exploration for the Main and Gates Redevelopment which includes the preliminary subsurface exploration results (soil borings) as outlined in the staff report. Motion carried 4-0. Ms. Eddy presented a handout regarding the downtown hanging baskets and a recent request for proposals by the HRA for installation and maintenance of downtown baskets. She stated the handout was a quote from Yardworx Outdoor Services proposing a 3-year contract for growing,installation, and maintenance of the downtown hanging baskets. She stated staff is requesting approval of the proposed quote as outlined in the handout. She stated it does align with the proposed 2022 budget as $25,000 is proposed annually. Commissioner Chuba asked about the status of the HRA to purchase larger pots with the larger water reservoir. Al Ms. Eddy stated the water reservoir pots were already budgeted for in 2021 and once the agreement is signed with Yardwofx,the pots will be delivered to them in the fall for storage and planting. Commissioner Swenson asked about the 3-year contract length. Ms. Eddy explained in May when Suzanne Fischer presented this item,it was the consensus of the HRA to propose a 3-year term in the RFP so the HRA would not have to revisit the topic annually. Commissioner Wagner stated she likes the 3-year contract proposal as it provides stability for this program,the plantings and care will remain consistent, and it will show great results. Commissioner Chuba asked about the entire process.
