The proposed preliminary plat replats <br />Outlot A of the Second Addition into Lot 1, Block 1 with the remnant being an outlot. Lot 1 is <br />approximately 30-acres in size and is the site of the proposed Target Technology Center. Based <br />upon our review, comments received at the staff review meeting, and meetings with <br />representatives of Ryan Companies, we would offer the following comments: <br /> <br />1. The preliminary plat provides right-of-way for 182nd Avenue. It is important that 182nd <br />Avenue on the east side of Waco Street line up with existing 182nd Avenue in the <br />Pinewood Addition. Currently, the Pinewood Addition is going through a platting <br />process which may move 182nd Avenue on their side of the road a little farther north. <br />This final location will not be determined for at least 60 days. It will be important that <br />the two plats be flexible enough to coordinate the meeting point of 182nd Avenue with <br />Waco Street. <br /> <br />2. According to a letter from Sherburne County dated August 3, 2005, there should be no <br />access from the site, and none is proposed, to County Road 30. The plat must provide <br />restricted access along the entire south boundary ofLat 1, Block 1 and Outlot A. <br /> <br />3. Twenty-foot wide utility easements are provided for looping of watermain around the <br />perimeter of the building. A 20-foot wide utility easement needs to be provided from the <br />southeast corner of the building site to the south lot line to allow for the looping of the <br />watermain system to the east. <br /> <br />4.
