Elk Path Business Center Third Addition/P 05-14 August 23, 2005 Page 2 Analysis Target Corporation proposes to create a 24.73-acre parcel in the southwest comer of Elk Path Business Center. The parcel is located east of Pinewood Golf Course and in the northeast comer of the intersection of Waco Street and County Road 30. The preliminary plat is comprised of a single lot with the remainder of the property being platted as an outlot. The proposed lot exceeds the minimum standards of the Business Park District for lot area and lot width. Grading. Drainage and Utilities The grading, drainage and utility issues are outlined in the City Engineer's memo dated August 16, 2005. Of specific note is the need for a large storm pond, as there is no storm sewer that outlets from the development. The storm ponding will need to be large enough to meet the City's drainage requirements. The City Engineer and the County note that limited access will be required adjacent to County Road 30. Park Dedication The Parks and Recreation Commission reviewed this plat and have requested a trail easement along the County road in order to have adequate space for construction of an off-road trail. The applicant will be required to provide cash to meet park dedication purposes. Recommendation Staff recommends that the Planning Commission recommend approval of the preliminary plat of Elk Path Business Center Third Addition with the following conditions: 1. ALL COMMENTS OF THE CITY ENGINEER BE ADDRESSED. 2. ALL COMMENTS OF SHERBURNE COUNTY BE ADDRESSED. 3. THE APPLICANT SHALL PAY SURFACE WATER MANAGEMENT FEES FOR 24.73 ACRES. 4. THE APPLICANT SHALL PAY FOR PARK DEDICATION IN CASH FOR 24.73 ACRES AND PROVIDE A TRAIL EASEMENT ADJACENT TO COUNTY ROAD 30 RIGHT- OF-WAY. 5. THE APPLICANT SHALL ENTER INTO A DEVELOPER AGREEMENT WITH THE CITY TO ENSURE INSTALLATION OF THE PUBLIC IMPROVEMENTS.
