Highway 169 Commercial Update Development Standards <br /> The City should continue to leverage the Highway 169 area for Highway 169 CorridorCommercial Reinvestment <br /> which draws patrons from within and beyond Elk River and Currently,much of the development that occurs in Elk <br /> plays an important role in supporting the City's tax base. River is approved through a Planned Unit Development <br /> The Highway 169 commercial corridor is surrounded by <br /> established neighborhoods and has limited opportunities or other quasi-judicial process that requires multiple <br /> meetings and adds time and cost to development.To <br /> for expansion;therefore,this area should be prioritized for <br /> streamline development approval and spur reinvestment <br /> strategic reinvestment to reposition underutilized portions and new development,the City should consider updating <br /> of the corridor and better situate them for destination/life- the development standards for commercial development <br /> style experiential shopping. along Highway 169.By enhancing development standards, <br /> the City can allow for more uses and development to occur <br /> r <br /> as of right,knowing that improvements and amenities that <br /> were once only achieved through conditions placed on <br /> approvals are now requirements. <br /> Updates could include,but should not be limited to <br /> requiring: <br /> Monument signs and wall signs with individually affixed <br /> elm letters, <br /> � r <br /> 1 11 <br /> � 1 !�� --— • Public gathering spaces, <br /> • Screening of service areas such as loading bays and <br /> trash/recycling receptacles, <br /> • High quality building materials, <br /> W • Facade articulation, <br /> • Pedestrian circulation/sidewalks that connect to all build- <br /> - - ings on the site and adjacent sites, <br /> _ <br /> J��J ofticJ Minimum storefront transparency to allow visibility into <br /> stores, <br /> • On site stormwater management. <br /> Highway169 Commercial <br /> Elk River Comprehensive Plan Economic Development Plan 61 <br /> DRAFT FOR REVIEW ONLY <br />
