�f <br /> 'n7R' <br /> i <br /> .r <br /> � l <br /> CROhIS <br /> �r <br /> The City of Elk River was first established as a trading post at the <br /> confluence of the Mississippi River and Elk River.In 1864,the <br /> first railroad lines reached Elk River spurring further growth. <br /> Evidence of this early development is still visible in the Down- J } <br /> town where a number of buildings dating back over 100 years <br /> are still in use today.In 1977 the City was incorporated,taking `: <br /> pp— <br /> its namesake from the river that sparked its early development. <br /> While some buildings in the Downtown have not seen much <br /> change,the wider community has developed out from this core. <br /> Today,the City offers a full spectrum of land uses ranging from <br /> dense residential to rural estates to industrial including gravel <br /> mining areas unique to this region. <br /> The following chapter is a snapshot of existing conditions in Elk <br /> River intended to illustrate what the community looked like at <br /> the time of plan development.This context provides the foun- <br /> dation for recommendations in the later plan chapters of this <br /> document.A more comprehensive existing conditions analysis <br /> was developed and included in an Existing Conditions Memo- <br /> randum,which is on file with City staff and available for review <br /> upon request. <br /> Elk River Comprehensive Plan Community Context 5 <br /> DRAFT FOR REVIEW ONLY <br />
