______________________________________________________________________________ Page 1 of 1 UTILITIES COMMISSION MEETING TO: ERMU Commission FROM: Michelle Canterbury – Executive Administrative Manager MEETING DATE: August 10, 2021 AGENDA ITEM NUMBER: 5.5 SUBJECT: Utilities Commission Meeting Location ACTION REQUESTED: Motion to approve changing our regular commission meeting location for the remainder of 2021 from the ER Fire Department EOC Conference Room to the Upper Town Conference Room at City Hall or the Utilities Conference Room at Elk River Municipal Utilities. BACKGROUND/DISCUSSION: With the lifting of COVID-19 restrictions, including capacity limits and distancing requirements, the decision was made to move back to our regular meeting location beginning with the July 13, 2021, meeting. As the Commission expressed an interest in a different room setup to better accommodate all meeting attendees and to improve visibility, a different room setup was utilized for the meeting. Alternative meeting room locations were also discussed and based on the challenges with utilities conference room, the Commission had consensus to try the Upper Town conference room at City Hall for the August 10 commission meeting to determine if it would be a better option for their meetings. DISCUSSION: As the Elk River Fire Department Emergency Operations Center conference room was approved by the Commission for their 2021 regular commission meeting location, any meetings that are held at a location other than this are considered special and need to be noticed as such. Based on the additional noticing requirements, and restrictions which include not discussing or deciding topics that have not been included as the stated purpose of a special meeting in the notice to the public, staff recommends the Commission approve by motion the new regular meeting location for the remainder of 2021 once it has been determined. 87
