______________________________________________________________________________ <br /> <br />Page 1 of 1 <br /> <br /> <br /> <br /> <br /> <br />UTILITIES COMMISSION MEETING <br /> <br />TO: <br />ERMU Commission <br />FROM: <br />Chris Kerzman – Engineering Manager <br />MEETING DATE: <br />July 13, 2021 <br />AGENDA ITEM NUMBER: <br />5.3 <br />SUBJECT: <br />Field Services Facility Expansion Project – Award and Assign Construction Contract <br />ACTION REQUESTED: <br />• Adopt the Resolution Awarding and Approving the Assignment of Construction Contract <br />to RJM Construction. <br /> <br />BACKGROUND: <br />RJM has begun construction, focusing on the northeast portion of the site. <br /> <br />DISCUSSION: <br />RJM has started construction on site, focusing the start of earthwork on the northeast portion <br />of site near the existing wetlands. With the high water table in the area, they have mobilized a <br />dewatering contractor to control the groundwater. It does not appear that this will create a <br />significant impact to the project schedule. Upcoming work over the next month is expected to <br />focus on earthwork and excavations, as well as site utilities and stormwater installation. <br /> <br />RJM has terminated the contract with the steel supplier and is working directly with the <br />supplier of the roof joists and decking. The portion of the steel supply that the previous <br />contractor was completing will need to be re-bid and awarded by the Commission. RJM has <br />solicited quotes for the portion of the steel that is time critical and ERMU will be advertising for <br />public bids for the remainder of the steel supply. Relying on budgetary numbers that ERMU has <br />received from RJM, the full cost will be significantly higher than the original contract, and staff <br />will be working with RJM to determine recourse against the defaulted contractor once all the <br />costs of replacing the defaulted contractor are determined. <br /> <br />Staff expects to provide handouts of the resolution, a bid tabulation for the quotes, and letter <br />of recommended award at the time of the July commission meeting. <br /> <br />We have worked through the details to combine the properties for the final plat for the Field <br />Services Facility property and will be filing all the paperwork with the county. <br /> <br />111
