Executive Committee Agenda Item #3 NCDA Agenda Item #2a ui@ffRr!lm;;~r:r!JJ/l3 @@!fH5!fH3f!lfiP)@!fH5 MEMORANDUM DATE: July 28, 2005 TO: NCDA Executive Committee / Capital Budget Committee NCDA FROM: Tim Yantos, Executive Director RE: 2006 NCDA Operating Budget and Special Demonstration Project Budget Attached for your consideration is the Final Draft of the 2006 Northstar Operating Budget and Special Demonstration Budget. As you will recall, the operating budget includes those expenses that are not eligible for FTA grant funding, including legislative activities, community advocacy, insurance and miscellaneous administrative expenses. In addition, the NCDA's budget includes the special demonstration project, the Northstar Commuter Coach service. As set forth in the Joint Powers Agreemer)t, the county regional railroad authorities contribute the necessary revenue to cover these expenses, on an annual basis. Staff are recommending that the Executive Committee/Capital Budget Committee recommend that the NCDA approve the Final 2006 Operating Budget and Special Demonstration Project Budget as presented. The second part of the NCDA budget is the Northstar Rail Project Capital Budget. These expenses are grant eligible and funding sources include the NCDA funding partners, the State of Minnesota, the Metropolitan Council and the FTA. Note that this portion of the budget is still being developed, but it is currently estimated that no additional contributions will be needed from the NCDA Funding Partners for 2006. Note that the NCDA will consider a final 2005 budget reconciliation at its December meeting. Action Requested: That the NCDA Executive Committee/Capital Budget Committee recommend that the NCDA approve the Final 2006 NCDA Operating Budget and Special Demonstration Project Budgets as presented.
