<br />IV. New Starts Criteria and Request to Enter Final Design <br /> <br />The last monthly report noted that FT A suggested and Northstar staff agreed <br />that the existing travel demand model, which was carefully vetted by FT A, <br />would be used for the current New Starts submittal. Northstar checked on- <br />board surveys conducted in Dallas to validate the non-work trips included <br />within the existing forecast. A survey in Seattle was also reviewed but didn't <br />offer sufficient detail to be useful. Northstar staff will also continue to work <br />with the Twin Cities Region and FT A to resolve the outstanding issues and <br />inconsistencies with the new forecast model. <br /> <br />This decision enabled Northstar staff to compile the remaining documents <br />needed to request a re-rating and approval to enter final design.
