<br />Pinewood Estates Second Addition/P 05-13 <br />August 15, 2005 <br /> <br />Page 5 <br /> <br />Landscaping <br /> <br />Street trees are provided throughout the project. The subdivision ordinance requires 124 <br />trees for this project; the applicant is providing 124 trees. <br /> <br />Planning Commission Meeting <br /> <br />The Planning Commission considered these requests at their July 26th and August 9th <br />meetings. At the July 26th meeting 27 residents spoke against the project. They were <br />unanimous in their belief that the golf course is a community asset worthy of saving. Most of <br />the speakers were residents of the Pinewood subdivision. They felt the project was too <br />dense, would generate more traffic than the local streets could handle and would adversely <br />impact their property values. <br /> <br />At the August 9th meeting no new issues were raised by the public about the proposed land <br />use amendment. Two new comments were heard regarding the proposed plat. One resident <br />felt that all of the lots should be the same size as the existing lots in Pinewood and another <br />resident thought that Street A should not be allowed to exceed the maximum cul de sac <br />length. <br /> <br />The Commission was split regarding the proposed land use amendment. The Commission <br />was unanimous in its opinion regarding the preliminary plat. They felt strongly that the lots <br />abutting Pinewood should be at least 20,000 square feet. <br /> <br />The Commission voted 4:2 to recommend denial of the proposed Land Use Plan <br />amendment and 6:0 to recommend approval of the proposed preliminary plat with the 21 <br />conditions presented by staff. <br /> <br />Policy Issues <br /> <br />At the August 9th meeting a resident asked the following questions: <br />· Will the existing residents be required to hook up to city sewer and water, and if so, <br />when? <br />· Will ~ey be required to cap their existing wells or will they be able to use them for <br />irrigation? <br />· Who will own and/or be responsible for Lot 22, Block 3 if it is platted as an outlot. <br /> <br />Staff was able to answer her question about the outlot; the developer will own and be <br />responsible for maintenance. However, the first two questions were policy decisions that the <br />Council will have to discuss. With the development of Pinewoods Estates 2nd Addition, the <br />existing residences become an isolated neighborhood serviced by on-site wells and septic <br />systems, surrounded by lots that are serviced by city sewer and water. If this plat is approved, <br />the Council should consider the question whether utilities should be provided to the existing <br />lots. As noted in the City Engineer's memo, the developer will be required to loop the <br />watermain, this may provide an opportunity to share the cost of providing services to the <br />existing lots in Pinewood with the developer. <br /> <br />S:\PLANNING\Case Files\2005\P 05-13 Pinewood Estates 2nd\P05-13CC8-15.doc <br />
