The fence was approximately a 5 foot tall privacy fence constructed of wood, It appeared to be in good condition with no compromised area a dog could get through. There were spots where the pit bulls appear to be digging along the fence, but no where had they gotten under the fence, and a cinder block was, used to fill one hole. I knew he had received a letter from city hall advising that he was in violation of city ordinance and needed to reduce the number of dogs from five to three or apply for a CUP through the city. We had a wide-ranging discussion that involved the dogs in the neighborhood Re told me that his neighbor's dog will run and butt against the fence when his dogs are outside. He has had to replace fence boards as a result. 1-le also said that there have been no more complaints since he put a camera on his deck. He pointed out that the camera is aimed at his backyard and not his neighbor's yard. I mentioned to hire that I had been directed to issue a citation for failure to have a private kennel permit. He mentioned that his wife had a note from her doctor that she could have the dogs. I told him I would wait on the citation until he texted me the note.
