supported it. I am not an unreasonable person nor a NIMBY, I viewed this issue the same as any other <br />project before me. For this complex the rubber meets the road on this single issue: This can't be <br />approved without a real traffic solution. The Waco extension MUST be part of this project or it must be <br />delayed or rejected. <br />Virtually every day since last week I have spoken to at least one area resident who saw me outside, <br />getting my mail, bringing in my trash can, taking a walk or sitting out front with my dog. Every single <br />time the issue was the traffic, the traffic study they know isn't reality, and - nearly unanimously - "if they <br />finished Waco I wouldn't have an issue". My neighbors are not unreasonable people but they are afraid <br />for their neighborhood. I share their concerns. <br />Without the Waco solution you are imposing a major change in environment on these residents. You <br />are imposing major livability changes on these residents and impacting negatively their property <br />values. While the developer has property rights and expectations, the same is true of existing <br />residents. That is especially true when there is a simple solution to the entire problem: Finish the <br />extension to Waco. Without it you would be taking away property rights from all the people who <br />invested in Elk River and their homes in our neighborhood and giving those rights to the developer. <br />I know you all to be reasonable people who value your residents.
