The term includes <br />sewage sludge use or disposal by the City in accordance with <br />published regulations providing; guidelines under Section 405 <br />of the Act or any regulations developed pursuant to the Solid <br />Waste Disposal Act, the Clean Air Act, the Toxic Substances <br />Control Act, or more stringent State criteria applicable to the <br />method of disposal or use employed by the City. <br /> <br />MPCA: Minnesota Pollution Control Agency. <br /> <br />NATIONAL CATEGORICAL PRETREATMENT STANDARDS: Federal <br />regulations establishing pretreatment standards for <br />introduction of pollutants in publicly-owned wastewater <br />treatment facilities, which are determined to be not <br />susceptible to treatment by such treatment facilities, or would <br />interfere with the operation of such treatment facilities, <br />pursuant to Section 307(b) of the Act. <br /> <br />NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM PERMIT (NPDES <br />PERMIT): The system for issuing, conditioning and denying <br />permits for discharge of pollutants, from point sources into <br />the navigable waters, the contiguous zone, and the oceans by <br />the Administrator of the Environmental Protection Agency <br />pursuant to Section 402 and 405 of the Federal Water Pollution <br />Control Act Amendments of 1972. <br /> <br />NATURAL OUTLET: Any outlet into a water course, pond, ditch, <br />lake or other body of surface or groundwater. <br /> <br />NON-CONTACT COOLING WATER: The water discharged from any use <br />as air conditioning, cooling or refrigeration, or during which <br />the only pollutant added is heat. <br /> <br />NORMAL DOMESTIC STRENGTH WASTE: Wastewater that is primarily <br />introduced by residential users with a BOD5 concentration not <br />greater than 200 mg/l, a suspended solids concentration not <br />greater than 250 mg/l. <br /> <br />OTHER WASTES: Garbage, municipal refuse, decayed wood, <br />sawdust, shavings, bark, lime, sand, ashes, oil tar, chemicals, <br />offal and other substances except sewage and industrial wastes. <br /> <br />Eli: The logarithm of the reciprocal of the weight of <br />hydrogen ions in grams per liter of solution. <br /> <br />PLANT OPERATION: The utilities superintendent or a deputy, <br />agent or representative thereof. <br /> <br />PRETREATMENT: The treatment of wastewater from industrial <br />sources prior to the introduction of the waste effluent into a <br />publicly-owned treatment works (See Section 21). <br /> <br />PROCESS WATER: Any water used in the manufacturing, <br />preparation or production of goods, material or food. Process <br />water is an industrial waste. <br />
