EXHIBIT F <br />CERTIFICATE OF COMPLETION OF PROJECT <br />,20_ <br />WHEREAS, the City of Elk River, Minnesota, a municipal corporation under the laws of <br />the State of Minnesota (the "City"), and Steneweed—Development L G, a The <br />Delta Apartments L.L.C., a Minnes, limited liability company (the "Developer") have entered <br />into a TIF Assistance Agreement (the "TIF Assistance Agreement'), dated 2021; <br />and <br />WHEREAS, the TIF Assistance Agreement requires the Developer to construct the <br />[Phase One][Phase Two] Project (as that term is defined in the TIF Assistance Agreement); <br />WHEREAS, the Developer has constructed the [Phase One][Phase Two] in a manner <br />deemed sufficient by the City to permit the execution of this certification in accordance with <br />Section 3.7 of the TIF Assistance Agreement; <br />NOW, THEREFORE, this is to certify that the Developer has constructed the [Phase <br />One][Phase Two] Project in accordance with the TIF Assistance Agreement.
