<br /> B-3 <br />EL185-69-713323.v1 <br /> <br />provide, by ad valorem tax levies, for any deficiency in required net revenues of the water <br />system. <br /> <br /> IT IS HEREBY CERTIFIED AND RECITED that all acts, conditions and things <br />required by the Constitution and laws of the State of Minnesota to be done, to happen and to be <br />performed preliminary to and in the issuance of this Bond in order to make it a valid and binding <br />general obligation of the City in accordance with the terms, have been done, have happened and <br />have been performed in regular and due form, time and manner, that prior to the issuance of this <br />bond the City Council of the City has provided funds for the payment of principal and interest on <br />the bonds of this issue as the same become due, but the full faith and credit of the City is pledged <br />for their payment and taxes will be levied, if required for such purpose, without limitation as to <br />the rate of amount; and that this bond, together with all other indebtedness of the City <br />outstanding on the date of its issuance, does not exceed any constitutional or statutory limitation <br />thereon. <br /> <br /> This Bond is not valid or obligatory for any purpose or entitled to any security or benefit <br />under the Resolution until the Certificate of Authentication hereon has been executed by the <br />Registrar by manual signature of one of its authorized representatives. <br /> <br /> <br />(The remainder of this page is intentionally left blank.) <br />215
