He stated the bid for the cast in place <br />foundation came in $150,000 higher than estimated. He recommended rejecting all bids and <br />redesigning the cold storage building and bidding a fabric covered salt/sand building. <br /> <br />Councilmember Dietz questioned if the fabric structure building would be allowed under the <br />new fabric structure ordinance that was adopted earlier this evening. <br /> <br />Mr. Hals stated he would need to verify with the director of planning if it would be allowed. <br /> <br />MOVED BY COUNCILMEMBER FARBER AND SECONDED BY <br />COUNCILMEMBER DIETZ TO REJECT ALL BIDS FOR THE COLD <br />STORAGE BUILDING, SALT/SAND STORAGE BUILDING, AND THE CAST <br />IN PLACE FOUNDATIONS AND TO RE-ADVERTISE FOR A REDESIGNED <br />COLD STORAGE BUILDING AND A FABRIC COVERED SALT/SAND <br />STRUCTURE. MOTION CARRIED 5-0. <br /> <br />6.3. Consider 2005 Sealcoat Bids <br /> <br />Street Superintendent Phil Hals stated bids have been received for the 2005 Sealcoat <br />Improvement. He reviewed the bids. Allied Blacktop Company at $72,197.66 was the low <br />bidder. <br /> <br />MOVED BY COUNCILMEMBER FARBER AND SECONDED BY <br />COUNCILMEMBER GUMPHREY TO ADOPT RESOLUTION 05-77 <br />ACCEPTING BID AND AUTHORIZING EXECUTION OF CONTRACT IN <br />THE MATTER OF THE SEALCOATING IMPROVEMENT OF 2005. <br /> <br />MOTION CARRIED 5-0. <br /> <br />6.4. Consider 2006 Benefit Level for the Elk River Fire Relief Association <br /> <br />Finance and Administrative Services Director Lori Johnson stated the Elk River Fire Relief <br />Association is requesting an increase in the benefit level for 2006 from 4,000 to $4,175. She <br />explained that the Relief Association projects that the funding level would increase from <br />98.9% in 2004 to 99.2% in 2005 and to 101.2% in 2006 including the increase to $4,175.00. <br /> <br />MOVED BY COUNCILMEMBER GUMPHREY AND SECONDED BY <br />COUNCILMEMBER DIETZ TO INCREASE THE FIRE RELIEF FUND PER <br />YEAR OF SERVICE BENEFIT LEVEL TO $4,175 PER YEAR FOR 2006 AND <br />TO AUTHORIZE PAYMENT OF THE BUDGETED 2005 PENSION <br />CONTRIBUTION TO THE RELIEF ASSOCIATION IN THE AMOUNT OF <br />$28,100. MOTION CARRIED 5-0. <br /> <br />The Mayor and Council thanked the Relief Association and the firefighters for doing a great <br />job for the city. <br />
