Economic Development Authority Minutes <br />March 15, 2021 <br />6. Public Hearings <br />There were no public hearing items. <br />7.1 Public Art Initiative Funding <br />Ms. Eddy presented the staff report. <br />7.2 COVID-19 Small Business Emergency Microloan Application <br />Ms. Eddy presented the staff report. <br />Page 2 <br />Moved by Commissioner Wagner and seconded by Commissioner <br />Christianson to approve the COVID-19 Small Business Emergency Microloan <br />Application for Mystery Chambers. <br />Motion carried 6-0. <br />Moved by Commissioner Westgaard and seconded by Commissioner Beyer to <br />adopt Resolution 21-01 approving COVID Loan Forgiveness. <br />Motion carried 6-0. <br />7.3 Together Elk River Campaign Update <br />Ms. Eddy presented the staff report. <br />Commissioner Wagner provided an update. <br />7.4 Marketing Update <br />Ms. Eddy presented the marketing update as outlined in her staff report. <br />The EDA recessed at 5:41 p.m. to go in to work session. The meeting reconvened at 5:42 <br />p.m. <br />8.1 168"' Avenue Extension <br />Mr. Carlton presented the staff report and indicated staff have been working <br />together to find additional business park property and may have found a site via <br />partnership with Cargill. He explained that 168`' Circle ends in a cul-de-sac and the <br />city has been in discussions with Cargill about a potential extension for years. Cargill <br />is looking to make improvements on their parcel, which has renewed conversations <br />about the road extension. Improvements would include a new city street connection <br />with 165`h Avenue as well as city sewer and water, which would extend beyond <br />Cargill's property along 165`h Avenue. The partnership would allow the city to plat <br />three business park lots and one additional lot for an electrical substation and <br />r <br />01EREI II <br />INA <br />
