Lot 5 Block 1 will contain the existing house and the remaining <br />lots will be new developable lots, which are eligible for park dedication. <br />Parks and Recreation <br />The Parks and Recreation Commission recommended: <br />Park dedication be paid for the final number of dwelling units, at the applicable rate when the subdivision <br />is released for recording. <br />A bituminous trail be installed, to city standards, along the entire eastern edge of the subject property <br />parallel to Tyler Street. <br />A concrete sidewalk be installed, to city standards, from the western stub of 190`' Ave through the <br />development to the Tyler Street bituminous trail. <br />Planning Commission <br />During the public hearing, one neighbor asked if his property would be affected by water runoff from the <br />proposed development. It was clarified there would be no increase of water runoff. The neighbor to the north <br />questioned how the proposed trail along Tyler Street would affect his property. It was noted any future trail on his <br />property would occur during future development or as part of a future city project, and that there are no plans to <br />extend the trail at this time. <br />The property owner questioned the need for both a sidewalk and a trail and staff informed him it was only a trail <br />along Tyler Street being recommended. The applicant questioned the need for sidewalks on one side of all streets <br />in the development. The city has required sidewalks on one side of all residential streets in new preliminary plats in <br />the urban service area. There are numerous older plats that have not had sidewalks, but they have been standard in <br />new developments. The Planning Commission discussed the sidewalks, and the consensus was not to recommend <br />all streets have sidewalks. <br />The applicant also discussed buffering and setbacks for stormwater ponds.
