In addition, higher education <br />opportunities are available at SaintCloud Technical and Community College and Saint Cloud State <br />University in the City of Saint Cloud, Minnesota, located approximately 40 miles northwest of the City. <br />Governmental Organization and Services <br />The City of Elk River was organized as a municipality in 1977 and is a statutory city. The City’s governing <br />body is the City Council, comprised of the Mayor and four Council members. The Mayor serves a four- <br />year term of office; Council members are elected by ward to serve overlapping four-year terms. Ms.Lori Ziemer is the City’s Finance Director and <br />has served in this position since May 2016. The City has 149 employees. <br />Services <br />In addition to providing general governmental services, the City provides a full range of other services, <br />including (but not limited to) police and fire protection, building and other safety inspections, planning and <br />zoning, economic development, environmental services, parks and recreation, library, street, snow removal, <br />and infrastructure maintenance and repair. The City recently completed construction on a community event <br />center that consists of two ice sheets, a turf fieldhouse, the senior activity center, event and meeting space, <br />and a café. The City also provides municipal water, sewer, storm water, garbage, and electric services, and <br />operates two off-sale liquor stores. <br />- 33 - <br />298 <br />
