Lundberg, <br />County.Courthourse Project Manager <br /> <br />Gentlemen: <br /> <br />members of the Community Theater, and <br />the community have made a proposal to the <br />of the old County Courthouse. That <br /> <br />As you know I, other <br />interested persons of <br />County Board for the use <br />proposal is as follows: <br /> <br />A. Use of the upstairs: <br /> <br />1. The courtroom for a theater for the performing arts, <br />a dance studio, and general auditorium capable of seating <br />approximately 100 persons. <br /> <br />2. Other rooms upstairs for use as prop rooms, <br />rooms, dressing rooms, a lounge, individual <br />rooms, and teaching rooms, such as for musical <br />ments, voice, art and drama. <br /> <br />costume <br />practice <br />instru- <br /> <br />B. <br /> <br />Use of main floor: <br /> <br />Art and historical exhibit area, main office, cable TV production <br />and editing studio, and tourist information center. <br /> <br />C. Use of basement: <br /> <br />Land O'Lakes Choir Boys office and an artist's studio so that <br />artists may set up their easels or other medium and come in at <br />will to work on their art project. <br /> <br />The proposal included turning the management of the building over <br />to the Elk River Community Theater which is a nonprofit charitable <br />corporation under State and Federal law. The Community Theater <br />would like control of the building by long term lease or a <br />transfer of title with appropriate reversionary clauses as the <br />County may reasonably require to ensure the foregoing uses of the <br />property. It is anticipated that this property would remain off <br />the tax rolls. <br /> <br />It is the intention of the Community Theater to make proposals for <br />grants to a number of Minnesota foundations as well as out-of- <br />state foundations to seek money for the restoration of the <br />building both internal and external as well as equipping it with <br />the necessary furnishings for its effective use for the foregoing <br />purposes. We intend to attempt to restore the building to a <br />victorian prospective while retaining the existing space. We <br />
