UTILITIES COMMISSION MEETING <br />TO:FROM: <br />ERMU Commission Theresa Slominski –General Manager <br />MEETING DATE: AGENDA ITEM NUMBER: <br />March9,2021 6.1a <br />SUBJECT: <br />Staff Update <br />ACTION REQUESTED: <br />None <br />DISCUSSION: <br /> TheBoard of Directors of the Minnesota Municipal Power Agency (MMPA) met virtually <br />on February 23, 2021. Both Commissioner Stewart and I were in attendance. <br />Additionally, on February 25, 2021 Nels Hoplin and David Niles from MMPA met virtually <br />with Commissioner Stewart and me for a member relations call. The purposeof the <br />meeting was to introduce Nels to us and have a general discussion on the relationship <br />with MMPA and ERMU. We discussed the Clean Energy Choice program, the 300 acres <br />that was purchased in northern Elk River for future development and solar <br />opportunities, the Transmission Transformed Rate, and the electric vehicle charger <br />MMPA will be placing in our community this next year. MMPA was very complimentary <br />of the accomplishments in Elk River and our partnership with them. <br /> <br /> I attended Minnesota Municipal Utilities Association’s virtual Legislative Rally on <br />February 10, 2021, and the APPA virtual Legislative Rally on March 1 and 2, 2021. <br /> <br /> I have been working with staff to develop an ERMU Transmission Transformed Tariff <br />that would be distributable to potential customers for the MMPA Transmission <br />Transformed Rate mentioned above. The MMPA template rate was approved bythe <br />Commission in November 2019, however, the tariff (tailored to our needs) still needs to <br />be developed. This tariff will be brought forward at a future commission meeting for <br />final approval. <br /> Followingthe polar vortex and the issues resulting from Texas’ natural gas impacts, <br />APPA has provided updated talking points which areattached. As communicated in my <br />mid-month memo, the impacts to MMPA and its members will be determined at the <br />board meeting on March 23, 2021.
