To establish a guideline for operation of the fieldhouse in support of the direction to provide priority for scheduling. To make provisions for recreational programming as a secondary use of the fieldhouse. 22.1 DEFINITIONS Prime Time: High demand or most desirable times for use of the facility area as determined in the hours of operation. Summer Prime Time: Monday thru Sunday 10:00am -5:00pm Fall, Winter, Spring Prime Time: (School Year) Monday- Friday 3:00pm-10:00pm Saturday 9:00am-8:00pm Sunday 12 noon-7:00pm Non-Prime Time: Lower demand times for use of the facility area. All other times as specified under “prime time”. Resident: Individual (s) or group (s) able to provide acceptable proof of residency as per the User Definitions in Section. Non-Resident: Individual (s) or group (s) unable to provide acceptable proof of residency as per the User Definitions in Section. 22.2 FACILITY SCHEDULING, PRIORITY AND PROCEDURES This section needs more work – first draft below based on city’s current field scheduling policy A. Priority scheduling for the Fieldhouse rentals will be the following: st 1. Group 1 – 1 Priority will be given when special events or special programs may be scheduled with at least one months’ notice. 2. Group 2 - Elk River Area School Times will be Mondays through Fridays from 3 pm to 6 pm. 3. Group 3 – Recognized Youth Athletic Associations 4. Group 4 – Non-profit youth organizations comprised of at least 51 percent City of Elk River residents. The organization must be a recognized community sports organization pursuant to Section , Community Sports Organizations. 5. Group 5 – All other youth and adult users. This includes religious organizations, for-profit organizations, tournaments, club teams, clinics and/or camps with individual or team participation. All coaches must be background checked and have completed coaches training. 18
