Joan Allen of GRRL, Chris Leesburg and Bill <br />Mertz of the City of Elk River, and Pat Klaers, City Administrator were present as guests. <br /> <br />The meeting began with a Powerpoint presentation by Bill and Chris. They visited 3 libraries in Chisago County: North Branch at <br />14,000 square feet, Wyoming at 10,000 square feet and Chisago Lakes at 12,000 square feet. 6.5 million is being spent on all 3 <br />libraries being built. KKE architects designed these 3 libraries. The communities are paying for the buildings and the Chisago <br />County Library pays for staff and materials. <br /> <br />In each library design, the meeting areas, children's areas and porch/patio areas are adjacent to each other. The North Branch work <br />space is designed <br />so the librarian can see all parts of the library. The Chisago Lakes <br />branch has special window material that will allow them to use natural, not f10urescent lighting, for all daylight hours. All branches <br />were designed to be energy efficient. <br /> <br />Chris and Bill reviewed options for the Elk River Library expansion. They believe we might need to add a water retention site which <br />would eat up useable expansion space at the current location. We currently have 10,000 <br />square feet and want to add 8,000. An expansion at the current location <br />has additional roadblocks and expenses connected to working around the <br />existing mechanical. If we tear down the current building and build a new <br />14,000 square foot library in the same location, we will have issues with parking during and after the project. The Board members <br />weren't in favor of building new at the current location. They would like to decide between a remodel at the current location or <br />new build somewhere else. <br /> <br />Bill and Chris presented two options for building a new 14,000 square foot library on or adjacent to the City Hall Campus, one with <br />views to Lake Orono, one nearer to Lake Orono and possibly connected in the future to City <br />Hall. Both new locations feature space to expand out. They estimate that <br />new construction costs will be near $128 per square foot. Costs to remodel are estimated at between $150 and $170 per square <br />foot. No presentation was made regarding a new build at Lion's Park. The Board agrees that it's proximity to the schools and Boys <br />and Girls Club could turn the library into a hang out where librarians are forced to provide daycare along with their other duties. <br /> <br />The Board discussed what would become of the current location if we build new elsewhere. The feeling was there would be amble <br />demand for the vacated space. The Board feels it might not be responsible to remodel when need for newer and bigger may not be <br />far off at the rate our area is growing. Pat Klaers reviewed how an expansion will be financed. He will bring recommendations to <br />the August or September Board meeting regarding an architect or engineer we can select to assist us in making the decision of <br />remodel versus new. <br /> <br />1 <br />
