Core Downtown <br />Objective Statement <br />Due to the effects of time and market changes, the Core <br />Downtown has evolved from being the retail heart of the City to <br />an area that has shifted to office and service uses with the <br />majority of retail moving to the Highway 169 corridor. Activities <br />include specialized commercial/ service, and increased <br />recreational opportunities. Additional residential units are <br />necessary to support these businesses, especially when traffic <br />patterns further evolve away from direct access. <br />For the downtown to succeed, Downtown needs to become <br />more of a destination now, so that when access is vastly different, <br />the businesses have already built up customer base. <br />Desired redevelopment should not only reflect the Plan elements, <br />but be sensitive to the area's unique historic context, the <br />pedestrian view sheds and public access opportunities to the <br />Mississippi River. <br />WI <br />f: r <br />Core Downtown <br />Residential, Office and Service <br />iaaiurE <br />November 19, 2012 - Part II, page 12 - <br />
