Esports trends are outlined in Appendix A. <br /> <br />PRIORITIZATIONS OF PARKS AND RECREATION SERVICES <br />The provision of facilities, programs and services is fundamental to the vision and mission of Elk River <br />Parks and Recreation. Since the resources available to offer programs and service is limited, the delivery <br />of these services is prioritized based on the following criteria: <br />• All Services: All programs and services must support the goals and objectives of the Parks and <br />Recreation Master Plan as approved or amended by City Council. <br /> <br />• Priority 1: Programs and service that directly contribute to the cost recovery objective of the <br />department (as outlined in the fees and charges policy), are high priorities of the public and for <br />which there is a demonstrated demand or expectation for the department to offer or are legally <br />mandated to be provided. <br />o Parks: Open Space, playgrounds, splash pads, trails, outdoor ice arenas <br />o Facilities: Furniture and Things Community Event Center, dog park, park shelters <br />o Programs: Youth Enrichment/ Summer Camps <br />o Community Special Events: Elk River Fest, Riverfront Concert Series, Farmers Market <br />o Other Services: Natural, cultural and land resource management <br /> <br />• Priority 2: Programs and services that are value-added or complimentary to Priority 1 Services <br />that build brand loyalty or directly or indirectly contribute to cost recovery expectations. <br />o Facilities: Park pavilions and shelters (rentable), Outdoor Ice Arena Warming Houses <br />o Programs: Nature <br />o Other Services: Concessions <br /> <br />• Priority 3: Program and services for which there is an unmet need within the community and the <br />department is well-positioned to provide that do not detract from cost recovery objectives as <br />outlined in the fees and charges policy. <br />o Programs: Creative Arts, Senior Programs, Sports <br /> <br />RECREATION PROGRAM PARAMETERS <br />In order to best serve the community, while carrying out the department’s vision of creating engaging <br />programs for the residents of the City of Elk River, recreation programs should also adhere to a distinct <br />set of parameters. These guidelines will aid the Parks and Recreation Department in maintaining <br />sustainability, while ensuring that all programs are more innovative/higher quality than what is currently <br />being offered to the community. The following four recreation program parameters are established:
