Overall, the plan will assist staff in justifying why and how to cancel <br />programs or start a new one. <br /> <br />Perhaps the most valuable planning element of the program plan are its program determinants – this assists <br />the department in recognizing the need to approach recreation programming in a way that emphasizes specific <br />individual, social, environmental, and economic benefits all based on constituent interests and desired needs.
