IImmpplleemmeennttaattiioonn PPrriioorriittiieess <br /> <br /> <br />Implementation <br />The Mississippi Connections Redevelopment Framework Plan is <br />intended as a framework for the evolution of the area as <br />transportation, market, and use pattern shifts shape the area. The <br />goal with this plan is to recognize these changes and guide them <br />and the resulting development and redevelopment toward a <br />preconceived vision. <br />It is recognized that the Mississippi Connections Redevelopment <br />Framework Plan will not be implemented in its entirety <br />immediately but will evolve over the next 20 years. Thus, the <br />Plan should be viewed as a sound, yet flexible sequence of orderly <br />developments within the Study Area to achieve the vision. <br />Establishing priorities to create the environment that encourages <br />private reinvestment helps guide the City’s decision-making <br />process and allocation of time and resources. <br /> <br />The sizes and shapes of the facilities illustrated are not meant as <br />hard and fast rules. They are intended to be suggestions and <br />points of discussion as to the intensity and options for <br />development. Each structure must be an individual statement of <br />architecture, yet fit into the general character of the study area. <br />Implementation Policies <br />Redevelopment is an ever-changing process and activity may <br />occur outside the identified Priority Project strategies, therefore <br />the City, property owners, and stakeholders should consider the <br />following policies as a framework for decision-making and <br />strategy as the City evaluates potential redevelopment projects <br />and determines where to direct resources. These policies should <br />serve as the basis for development of a work plan for the <br />Housing & Redevelopment Authority. <br /> <br /> The availability of external resources (i.e. grants) and/or <br />market conditions may create redevelopment opportunities <br />outside of established short-term priorities. These <br />opportunities may be pursued even if they are not part of <br />the short-term priority list. <br /> <br /> The City and the Housing & Redevelopment Authority <br />should examine the creation of a permanent redevelopment <br />funding source(s) that will complement the resources <br />traditionally available through tax increment financing and <br />other forms of public financing assistance. <br /> <br /> The Goals and Policies within this Plan, which establish the <br />framework for the Illustrative Master Plan, shall serve as <br />the guiding principles for future City action. <br />
