Updated: August 2020 <br />Request for Action <br /> <br /> <br /> <br /> <br /> <br />To <br />Parks and Recreation Commission <br />Item Number <br />7.1 <br />Agenda Section <br />Action <br />Meeting Date <br />January 13, 2021 <br />Prepared by <br />Michael Hecker, Parks and Recreation Director <br />Item Description <br />Park Dedication – Reserve at Woodland Hills <br />Reviewed by <br />Chris Leeseberg, Senior Planner <br />Reviewed by <br /> <br /> <br />Action Requested <br />Recommend, by motion, park dedication for Reserve at Woodland Hills be paid for the final number of dwelling <br />units at final plat approval at the rate applicable when the subdivision is released for recording. <br /> <br />Background/Discussion <br />The subject property, 5.3 acres in size, is zoned R1c and is located at <br />the north east corner of the County Road 1 and 196th Avenue <br />intersection. The current proposed plat will consist of nine lots and <br />dedicated right-of-way for an extension to the 196th Court cul-de-sac. <br />Lot 3 will contain the existing house and the remaining lots will be new <br />developable lots, which are eligible for park dedication. <br /> <br />The plat most likely will be reduced in the number of lots as the <br />proposed improvements will not be approved by Sherburne County <br />Public Works Engineering. Lots 4 and 5 are shown to directly access <br />County Road 1. The lots (driveways) do not meet the county required <br />access spacing guidelines of 660’ from an adjacent intersection. The <br />Planning Department is working with the application on this. <br /> <br />The Neighborhood Parks Service Area text in Chapter 5 of the master <br />plan states, recreation facilities should be developed when 300 or more households <br />within cluster developments or on lots less than 2 acres are located within 1.5 miles <br />of the park. <br /> <br />Woodland Trails is approximately one mile from the subject parcels <br />and Meadowvale Park is approximately one quarter mile away. The <br />subject property does not meet this criterion; therefore, staff <br />recommends dedication be paid in the form of cash. <br /> <br />Parks and Recreation Master Plan <br />No trail or pedestrian connections are shown on the master trail plan near or adjacent to the subject parcel. <br />
