City of El =-=- River City of Elk River City Council Resolution 21- 4 A Resolution of the City Council of the City of Elk River Approving Plans and Ordering Advertisement for Bids for 2021 Street Improvements Project WHEREAS, Bolton & Menk, Inc. has prepared plans and specifications for the 2021 Street Improvements Project, and WHEREAS, the improvements shall consist of the resurfacing of those roadways identified in the current 2021 pavement management plan and as modified by the Public Works Director; and WHEREAS, in order to obtain competitive bid pricing, the project documents shall be advertised for no less than 21 days where they will be publicly read. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota, as follows: 1. Such plans and specifications, copies of which are on file in the City Offices, are hereby approved. 2. Bolton & Menk, Inc. shall prepare and cause to be inserted in the official paper and on QuestCDN an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published for no less than 21 days, shall specify the work to be done, shall state that bids will be received on QuestCDN und110:00 am on January 27, 2021 at which time they will be publicly opened and read by the Project Manager. The bids will then be tabulated, and will be considered by the council at approximately 6:30 p.m. on February 1, 2021, in the Council Chambers of the City Hall. Any bidder whose responsibility is questioned during consideration of the bid will be given an opportunity to address the Council on the issue of responsibility. No bids will be considered unless submitted on QuestCDN and include a bid bond payable to the City of Elk River for five percent (5%) of the amount of such bid.
