City of <br />Elk <br />River <br />City of Elk River <br />City Council <br />Resolution 20- 98 <br />A Resolution of the City Council of the City of Elk River Agreeing to Provide <br />Local Match Funding and Maintenance for Two Trail Gap Segments for the <br />Transportation Alternatives 2025 Federal Funding Solicitation Process <br />Application <br />WHEREAS, the Central Minnesota Area Transportation Partnership (ATP-3) is soliciting <br />project submittals for the federal funding under the Fixing America's Surface Transportation <br />(FAST) Act in fiscal year 2025; and <br />WHEREAS, these federal programs fund up to 80 percent of project construction costs <br />up to a maximum of $800,000; and <br />WHEREAS, federal funding of projects reduces the burden on local taxpayers for regional <br />improvements; and <br />WHEREAS, non-federal funds (local match) must be at least 20 percent of the project <br />construction costs; and <br />WHEREAS, all proposed trail segments are consistent with the adopted City of Elk River <br />Parks Master Plan and adopted Master Trail Plan; and <br />WHEREAS, the City of Elk River is responsible for the maintenance of the trail segments <br />for the duration of their useful life; and <br />WHEREAS, the estimated eligible project construction costs are $940,000; and <br />WHEREAS, the City of Elk River would be responsible for 20 percent local match of <br />project construction costs and all estimated design ($60,000), right of way ($50,000) costs; <br />and <br />WHEREAS, subject to federal funding award, the City Council of Elk River would be <br />asked to consider authorization to execute a grant agreement at a future meeting. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk <br />River, Minnesota, as follows: <br />1. The City Council of Elk River, subject to federal funding award, agrees to provide <br />non-federal local match of at least 20 percent of the project construction costs and <br />all necessary design and right of way costs for the project. <br />r <br />O V E R E O e r <br />NA 1 URE <br />
