Site and Building Plans <br />The building is centrally located on the site and has four driveways servicing the parking areas and building. Two <br />of the driveways access the driveway to Twin Lakes Elementary School, one with access to the fire apparatus bays <br />and one accessing the main parking area. There is one exit to Cleveland Street which will be the main exit for <br />emergency vehicles. The plans also include additional signage informing motorists when an emergency vehicle will <br />be exiting. The two driveways servicing the emergency vehicles, fire trucks, exceed the ordinance with limit of 30- <br />feet and the city has applied for a variance to allow their construction. There is also a fourth driveway with access <br />to 1915` Ave NW and connecting to the primary parking area in front of the building. <br />The building itself is one story and approximately 17,500 SF in size. It will include concrete walls with brick <br />exterior finishes. Major spaces include the two apparatus bays, support spaces, training and classroom spaces, and <br />areas that could be rented out for public use. Building signage includes a wall mounted backlit sign identifying the <br />building as Elk River Fire Station No. 3. <br />The future well and pumphouse are located west of the fire station and will include be constructed with similar <br />materials to blend into the site. The watermain serving the future well and pumphouse will be constructed with the <br />fire station with the actual building to be built at a later date. <br />The site includes significant landscaping around the perimeter of the site, along the building, and within a <br />courtyard space near the entrance to the building. <br />Applicable Regulations <br />In approving a Conditional Use Permit, the Commission and Council may impose such specific conditions with <br />regard to the development or operation of the proposed use as it considers necessary to satisfy the seven standards <br />set forth in Section 30-654 and the requirements contained in this article and to promote compatibility with and <br />minimize any potentially adverse effects upon adjacent properties, the neighborhood or the city. <br />The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location: <br />1. mill not endanger, injure or detrimentally affect the use and enjoyment of other property in the immediate vicinity or the public <br />health, safety, morals, comfort, convenience or n elfare of the neighborhood or the city. <br />The presence of a fire station has the potential to impact neighboring properties with sirens and flashing <br />lights. The operation plans will include procedures to minimize these impacts to nearby residential <br />properties and reduce impacts from the use. Construction of the facility will reduce response times, <br />improving safety of the surrounding neighborhoods, and reduce long-term losses resulting from fires on <br />the east side of Elk River. <br />The proposed project will not detrimentally affect the use and enjoyment of other properties in the <br />immediate vicinity. Staff does not see a need to impose specific conditions to satisfy this standard. <br />2. mill be consistent Yr th the Comprehensive Plan. <br />The Comprehensive Plan guides the site for Public/Institutional Uses and the proposed project does not <br />change the use of the site. <br />The project is consistent with the Comprehensive Plan and staff does not see a need to impose specific <br />conditions to satisfy this standard. <br />
