The hours of operation shall be limited to 7:00 a.m. — 3:30 p.m., Monday through Friday, except for <br />emergencies. <br />2. Dumpsters, recycling, and/or scrap metal shall be screened from view. <br />Background/Discussion <br />This application is part of the Elk River Municipal Utilities (ERMU) <br />building expansion project. The project already received council <br />approval for a Zone Change (ZC 20-03), Preliminary and Final Plat (P <br />20-13 & P 20-14), a Variance (V 20-14), and an Easement Vacation <br />(EV 20-05). The subject site is at the southeast corner of the <br />intersection of Main St. and Tipton Ave. <br />The applicant is seeking a CUP to construct a new maintenance facility <br />and associated site improvements. The site includes several parcels <br />platted into one parcel. The existing homes will be removed, but the <br />power plant and utility building will remain as part of the new <br />maintenance complex. <br />A new detached 48,541 sq. ft. building will be constructed roughly in <br />the middle of the north half of the site and includes space for office <br />and vehicle storage. The building exterior will be constructed using <br />precast concrete panels, metal wall panels and face brick. <br />The site currently has three access points on Main Street along the west <br />side of property. They have proposed adding an additional access on <br />Main Street on the north side of the property.
