December 16, 2021 <br />To: Elk River City Council <br />From: Rita Clark -Johnson <br />508 Tipton Avenue NW <br />Elk River, MN 55330 <br />Re: Elk River Municipal Utilities Proposed Expansion <br />As a homeowner in the neighborhood where the ERMU has proposed its expansion project, I <br />submit the following items for your consideration. I have discussed these items with Chris <br />Kerzman, ERMU engineer, and also mentioned them to Chris Leeseberg, City of Elk River Senior <br />Planner. Both the ERMU and the City Planning Department have been helpful to me. <br />*Section 30-654 "...requirements contained in this article ... to promote compatibility with and <br />minimize any potentially adverse effects upon adjacent properties, the neighborhood or the <br />city." <br />Standard 1. The issue of detrimentally affecting the use and enjoyment of other property in the <br />neighborhood... <br />-The proposed building is very large (48,541 sq. ft.) and the exterior design is industrial. <br />The size and design are not compatible with the homes in this residential zone. <br />-The landscape buffer is extremely important in meeting this standard and it will need to <br />be carefully designed and installed in order to protect the integrity of the residential <br />nature of the neighborhood. <br />The proposed expansion will replace two existing homes. My concern is that the amount <br />allocated for the buffer design and installation is adequate to cover the total cost, including <br />potential changes and adjustments. <br />I appreciate the opportunity offered to me by planning staff to be included in the process as <br />things move forward. It's very important to me as a long term resident of the neighborhood. <br />Standard 5. The issue of the detrimental activities such as glare, noise and traffic, has already <br />been addressed by the hours of operation limit cited by staff. <br />
