<br />Request for Action <br /> <br /> <br /> <br /> <br /> <br />To Item Number <br />Mayor and City Council 4.11 <br />Agenda Section Meeting Date Prepared by <br />Consent December 21, 2020 Lauren Wipper, Human Resources Manager <br />Item Description Reviewed by <br />2021 Compensation Plan Cal Portner, City Administrator <br />Reviewed by <br /> <br /> <br />Action Requested <br />Adopt, by motion, a resolution approving the 2021 Compensation Plan for Non-Organized Employees. <br /> <br />Background/Discussion <br />Attached is the 2021 Compensation Plan for Non-Organized Employees. Changes include: <br /> 3% pay increase – Budgeted for 2021 and reflected in item #1 and the Pay Plan on the final page of the <br />document. It is also reflected in pay for paid on-call firefighters, part-time cable caster, part-time liquor <br />clerks and delivery drivers, and police reserves. The seasonal gardener position is being added as it has not <br />been accounted for elsewhere and will also receive the cost-of-living increase. Chief Dickinson requested a <br />change in the pay structure for paid on-call firefighters. He will bring this request to a work session for <br />discussion with council. <br /> Minimum wage increases to $10.08 per hour on January 1, 2021, and that has been adjusted for applicable <br />part-time positions. Pay rate changes were requested for the seasonal public works positions and for the <br />CEC Facility Worker/Ice Resurfacer position. These requests were submitted with comparison <br />information and fit within those rates. It continues to be very difficult to recruit for these positions and <br />remaining competitive with our wage should help with recruitment and retention. <br /> Call back pay was removed and added to the Personnel Policy Manual. <br /> Flexible Benefits Plan contribution - Approved at the October 5, 2020, Council meeting. <br /> <br />Financial Impact <br />All the compensation plan costs are accounted for in the approved 2021 budget. <br /> <br />Mission/Policy/Goal <br />Ethical, efficient, and responsible.
