Request for Action <br />To <br />Item Number <br />Mayor and Ci T Council <br />4.8 <br />Agenda Section <br />Meeting Date <br />Prepared by <br />Consent <br />December 21, 2020 <br />Ryan Sandhoefner, Engineer 1 <br />Item Description <br />Reviewed by <br />Federal Trail Funding Application and Local <br />Justin Femrite P.E., Public Works Director <br />Reviewed by <br />Match <br />Cal Portner, City Administrator <br />Action Requested <br />Adopt, by motion, a resolution seeking federal funding provided through the 2025 Transportation Alternatives <br />(TA) solicitation and to the required local funding match and future maintenance of two proposed trail segments <br />along County State Aid Highway CR 40 (Cleveland St) and CSAH 13 (Twin Lakes Road) should the project be <br />selected. <br />Background/Discussion <br />This year's application is updated from last year's submission to make desired trail connections on the east side of <br />Elk River but reflects newly constructed and to be completed in 2021 trail segments along CSAH 13 and CSAH 12. <br />As part of the application process, the sponsoring agency must pass a resolution agreeing to provide a local funding <br />match and agreeing to maintain the trail segments for the duration of their useful life. Per the current Sherburne <br />County Cost Participation Policy, the city is responsible for all costs associated with the construction of new trails <br />and/or sidewalks and the ongoing maintenance when located within county right of way. The TA program allows <br />requests for up to 80% of eligible project construction costs up to a maximum of $800,000. The city would be <br />responsible for the design costs, any right of way costs and the 20% match for construction costs. The application <br />for the annual TA solicitation is due in early January. <br />Financial Impact <br />Staff has estimated the total proposed project costs to be around $940,000. The application would be submitted <br />requesting $750,000 of this amount to be considered for award of federal funding with the balance being the <br />responsibility of the City.
