During the
year, a grant may be received in which case both the revenues and expenditures are reflected as budget
amendments for approval by the City Council.

The budget amendments and transfers are related to the CARES grant provided to the City of Elk River to
cover expenses relating to the COVID-19 public health emergency. City costs included wages and benefits,
equipment and facilities, technology purchases, and public health expenses. The transfer from the grant fund
to the General, Multipurpose Facility, Sewer, and Liquor funds will provide reimbursement for internal
expenses of wages and benefits related to the COVID-19 public health emergency.
