Heritage Preservation Commission Meeting <br />Elk River City Hall <br />September 17, 2020 <br />funds from ERMU can also be sought. He stated the council will receive this <br />information October 5. <br /> <br />Mr. Carlton explained COVID19 extended the grant timeline until Fall 2021. The <br />contract states the contractor will give a 30-day notice to begin work and once <br />starting will have a maximum of 45 days to complete work. He indicated additional <br />work needed to be done based upon the analysis done this summer and those items <br />included additional screening required on the east side near the townhomes due to <br />the lead-based paint, replacement of rust jacking plates, additional steel structural <br />work is required, and re-grading the base around the tower and even out the <br />sediment around the entire site. <br /> <br />Commissioner Mauren asked questions regarding the completion date to plan a <br />public event. <br /> <br />Commissioner Mortensen asked if the contractor was not approved. <br /> <br />Mr. Carlton explained Kodet will be reviewing the submitted bid documents and <br />because Elevation Painting was the apparent low bidder, there should not be any <br />reason for them not being approved unless some concern is found. <br /> <br />5.2 Discuss Website Articles 7:55 <br /> <br />Mr. Carlton asked if the commission were fine with the draft article he sent which <br />submitted by Steve Rohlf. He stated he heard from a few and can incorporate those <br />comments to finalize the article. The commission agreed. <br /> <br />Chair Lindberg and Commissioner Mauren discussed changing the population figure <br />in the article. Commissioner Mauren stated Mr. Rohlf mentions the population figure <br />from an article published in 2001. Chair Lindberg stated he will obtain the census <br />figure from official census records and provide that to Mr. Carlton. <br /> <br />Mr. Carlton asked if there were any other articles available. <br /> <br />Chair Lindberg stated he will have a few to submit. <br /> <br />Commissioner Mauren indicated he will have an article written based upon a <br />documentary script and will submit it by year end. <br /> <br />5.3 Adopt HPC Bylaws <br />Mr. Carlton indicated he wanted the commission to do one final review of the <br />bylaws as updated at the last meeting, with the change in the number of seven <br />commissioners, with five being from Elk River and two being from either Elk River <br />or from outside the community. <br /> <br />Moved by Commissioner Mauren and seconded by Commissioner Griffiths to <br />approve the Heritage Preservation Bylaws with the change in 1.5)
