There is always a risk, when requesting a speed study, that <br />the posted speed will increase rather than decrease. <br /> <br />Mr. Femrite said that MnDOT is providing guidelines where cities can have more <br />local control over speeds. This guidance will be available within the next couple <br />months and might help offer options the Council could consider in the situation of <br />th <br />175 Ave NW. <br /> <br />9.3 Capital Improvement Plan <br /> <br />Ms. Ziemer presented the staff report. <br /> <br />Staff were in attendance to answer questions on their portion of the plan. <br /> <br />Council asked if there is a way to adjust equipment replacement funding for the IT <br />department. <br /> <br />Council asked about the parks department purchase of a snowmobile. This <br />snowmobile is built for grooming trails. The new snowmobile would replace two <br />snowmobiles. <br /> <br />Council questioned putting $200,000 into the tax levy when there was enough in the <br />building fund. They asked for a summary of projected future expenditures to see <br />how fast the fund may go down. <br /> <br />Councilmember Westgaard added, if the building fund did not exist, the city would <br />have to bond for anything needed. <br /> <br />Ms. Ziemer discussed refinancing some of the city’s debt to a lower percentage. <br /> <br />Council discussed transferring either $250,000 or 45%, whichever was greater, of the <br />Liquor Store fund to the Park Improvement fund. This would be a policy change. <br /> <br />Mr. Femrite mentioned that future allotments from the state may decrease, partly <br />due to less traffic producing a reduction in gas tax. <br /> <br />Mayor Dietz asked for information on what is a reasonable balance to keep in the <br />liquor store fund. <br /> <br />Councilmember Christianson mentioned five-year projections doesn’t seem like long <br />enough and it would be nice to set some longer-term goals. <br /> <br />Ms. Ziemer will bring the CIP back on November 2, 2020, along with authorization <br />to issue bonds. <br /> <br /> <br />
