<br />SUMMARY OF RESEARCH AND RECOMMENDED STRATEGIES <br />EDA STRATEGIC PLAN 33 <br /> <br /> <br /> <br /> <br />REDEVELOPMENT AND CATALYST SITES <br />Elk River has some significant areas that are conducive to new development and <br />redevelopment in the future. The consultant team focused our attention on three of them. <br />They are: <br />• The gravel mining area <br />• Downtown Elk River <br />• The Highway 10 Great River Energy property <br />We evaluated the plans for these areas for their sufficiency in guiding development, <br />addressing challenges to development and articulating appropriate implementation <br />strategies. <br />Elk River has also requested guidance concerning the City’s use of incentives to support <br />redevelopment. <br />
