Planning Commission <br />September 22, 2020 <br />----------------------------- <br />Page 3 <br />4.3 Elk River Municipal Utilities — 1643 Main St. NW <br />■ Zone Change from R -2a Two Family Residential to R- I c Single Family <br />Residential, Case No. ZC 20-03 <br />■ Conditional Use Permit to allow a government facility in the R- I c zoning <br />district, Case No. CU 20-19 <br />■ Preliminary Plat of ERMU Addition, Case No. P 20-13 <br />Mr. Leeseberg presented the staff report. He noted a change in the hours of <br />operation to 7:00 a.m. to 3:30 p.m. <br />Chair Larson -Vito read into the record an email from Rita Clark Johnson, 508 <br />Tipton: The expansion of the ERMU facilities Is a large project for our <br />neighborhood which has been residential for many years. It is important that a <br />project of this magnitude is planned with respect for the residents' investments in <br />their homes; for many of us, it is our most valuable asset. As noted in the <br />Conditional Use Application, the site plan is designed to be compatible with the <br />residential character of our neighborhood. The hours of operation are normal <br />business hours, except in an emergency. This is an important consideration. <br />Regarding aesthetics, the landscape as depicted in the site plan appears to be a <br />continuation of the current tree plantings which screen the existing Utility building. <br />As the process moves forward, I would like an opportunity to look at the full <br />landscape plan in order to gain a better sense of the visual impact. If the monument <br />sign location and design is not included in the landscape plan, I would appreciate an <br />opportunity to review the signage, as well. Thank you, Rita Clark Johnson, 508 <br />Tipton Ave. NW, Elk River, MN. <br />Chair Larson -Vito then opened the public hearing. <br />There being no one to speak, Chair Larson -Vito closed the public hearing. <br />Moved by Commissioner Rydberg and seconded by Commissioner Beise to <br />recommend approval of the Zone Change from R -2a Two Family Residential <br />to R -lc Single Family Residential at 1643 Main St. NW for the following <br />reason: <br />1. The rezoning is consistent with the City of Elk River Land Use <br />Plan adopted as part of the City of Elk River Comprehensive Plan. <br />Motion carried 7-0. <br />Moved by Commissioner Rydberg and seconded by Commissioner Feinstein <br />to recommend approval of the Conditional Use Permit to allow a government <br />facility in the R -1c zoning district at 1643 Main St. NW with the following <br />condition: <br />1. The hours of operation shall be limited to 7:00 a.m. to 3:30 p.m., <br />Monday through Friday, except for emergencies. <br />Motion carried 7-0. <br />
