Impact on Operating Budget <br />Identifying potential costs associated with implementation of the proposed capital <br />improvement projects is a critical aspect of long-term financial planning. Many of the <br />projects included in the Capital Improvement Plan will have little or not impact on th e <br />operating budget. <br />Generally, equipment replacement items will have a positive impact on future operating <br />budgets due to lower maintenance costs. The CIP identifies HVAC and energy <br />efficiency upgrades in many city facilities. These improvements and upgrades are <br />primarily maintenance in nature should have a positive impact on the operating budget <br />with significant energy savings. <br />Street improvement projects will result in substantial savings in maintenance costs. The <br />park improvement projects represent identified maintenance or replacement of existing <br />asses and should have little impact on the operating budget. <br />The expansion of the Public Safety Building and the construction of Fire Station 3 will <br />involve higher operating costs for utilities and insurance. The additional annual <br />operating expense is estimated to be $100,000 beginning in 2022. <br />9
