2 <br />A. General Information <br />The Milligan Studio offers Slipstream. Bronze, steel, and kiln-formed architectural recycled glass, 10ft (H)x 10 (W) x 4’ (D), <br />the sculpture will facilitate both communal and individual experiences. It can be “read” from afar, as it will have the form <br />of a leaping fish or a river. Up close, one will see that the community of diverse fish are swimming along in two <br />slipstreams, encircled with intertwining steel representing the highways as Slipstream is in honor of Charles Merritt Babcock <br />who developed the Minnesota Highway system. <br /> <br />Slipstream with its dramatic blues cast in bronze and kiln glass is a striking metaphor. <br /> <br />B. Scope of Services <br /> <br />The Project Budget is not to exceed $20,000. <br /> <br />The Milligan Studio LLC is engaged in the business of providing professional public art design, documentation, fabrication, <br />and installation services. <br /> <br />Installation services are defined as a collaborative effort between the Consultant and the Commissioner with EDA <br />arranging for the clearing of the agreed upon site, permits, concrete base, and help with installation on the day of the install <br />with a EDA-appointed Representative overseeing the “hand-over” of the work so that the sculpture’s installation can meet <br />City /County/State regulations regarding such <br />structures. As EDA will be responsible for <br />insurance of the work once it is installed, their <br />participation in the installation process is vital as <br />they can indemnify the process through <br />participation. <br /> <br />As lighting of the work was not defined in the <br />RFP, and not in the current budget, the lighting <br />of the sculpture, and the installation of said lights, <br />will be the responsibility of EDA, in consultation <br />with the Milligan Studio, LLC, as we can aid in <br />helping EDA make an economically practical <br />choice for the location and its challenges. If <br />possible, we would like to speak to those who <br />would install/approve the lights soon, as we <br />could then design them into our final drawings. <br /> <br />It is our plan to begin construction as soon as the materials arrive. <br /> <br />C. Community Engagement <br />We have offered several options for community events, but given the fluidity of the COVID epidemic, none have been <br />selected at the time of our contract. As working with communities is an important part of our practice, we agree that a safe <br />option will take place somewhere after October, 2020__the scope is to be determined at a later date. <br /> <br />We also agree to document the process of making Slipstream on a dedicated webpage on our site that can be easily accessed <br />by EDA. While the copyright for all photos & materials remain with T he Milligan Studio, the use of such documentation <br />will be freely shared with EDA for publicity or documentation purposes. <br /> <br />D. Fulfillment of the Contract <br />The Milligan Studio is always on-time and on-budget. <br /> <br />That said, it is understandable that in times of COVID, there must be contingencies to insure that this contract will be <br />fulfilled and Elk River will have Slipstream fabricated and installed in a timely manner and within budget. In that light, The <br />Milligan Studio will keep EDA contacts informed of any changes that will impact the delivery of the work and if some <br />unforeseen Act of God creates a situation where the sculpture cannot be delivered by us, we will notify the EDA within <br />seven days of the discovery and work to find agreeable solutions to this situation. <br />
