Request for Action

To Item Number
Mayor and City Council 9.1
Agenda Section Meeting Date Prepared by
Work Session October 19, 2020 Ryan Sandhoefner, Engineering Technician II
Item Description Reviewed by
Parking and Use Restrictions on Public Streets Justin Femrite, P.E. Public Works Director
and Sidewalks
Reviewed by
Cal Portner, City Administrator

Action Requested
Discussion and consensus direction on future items relating to parking and use restrictions on city streets.

Background/Discussion
st
There is a current request by a resident to consider restricting parking on 191 Avenue along Twin Lakes
Elementary. Concerns have been presented about the issue of bottlenecking limiting traffic flow along this
corridor. Current policy allows parking on both sides of the street in residential neighborhoods, including Miske
Meadows. This recognizes that the remaining through portion of the streets does get necked down and at times
vehicles need to slow down and, in some cases, take turns to get through. The level of service and expectations
around this is that emergency service vehicles can always get through even if vehicles are on both sides.

If we are to consider “No Parking” in a certain area, including the area described above, it ultimately needs to be
approved via the council by resolution to be enforceable. If no parking is considered in the area being requested
staff would support full signage around the full Twin Lakes Elementary site for consistency.

Similar in nature, there has been a request to add signage stating “No Fishing from Bridge” on Main Street near
the dam. Like “No Parking” signage, for any restriction signage to be enforceable, the signs must be approved by
resolution which would establish the violation and associated penalty.

Financial Impact
None

Mission/Policy/Goal
To meet changing needs

Attachments
No Parking Area Map

The Elk River Vision
A welcoming community with revolutionary and spirited resourcefulness, exceptional

service, and community engagement that encourages and inspires prosperity.
Updated: August 2020
