Request for Action To Item Number Mayor and City Council 7.3a Agenda Section Meeting Date Prepared by Public Hearings October 19, 2020 Chris Leeseberg, Senior Planner Item Description Reviewed by Zone Change: Rezone from Two Family Zack Carlton, Planning Manager Residential (R-2a) to Single Family Residential Reviewed by (R-1c) Cal Portner, City Administrator Action Requested Adopt, by motion, an ordinance rezoning certain properties from R-2a to R-1c as the rezoning is consistent with the City of Elk River Land Use Plan adopted as part of the City of Elk River Comprehensive Plan. Background/Discussion Case No. ZC 20-03 Elk River Municipal Utilities is requesting their property, which is zoned R2-a, be rezoned to R1-c. While their building expansion project is permitted as a Conditional Use in the R2-a district, rezoning of the parcels will be consistent with the surrounding zoning, alleviating concerns with spot zoning. The subject area has an underlying land use designation of Mississippi Connections which is consistent with the R1-c zoning district. The rezoning would be consistent with the City of Elk River Land Use Plan. Planning Commission While no spoke for or against the project, an email was received from a resident regarding the project. The Commission chair read the letter aloud during the meeting and it is included as an attachment. The Planning Commission unanimously recommended approval of the request.
