Request for Action <br />To <br />Item Number <br />Mayor and City Council <br />7.3a <br />Agenda Section <br />Meeting Date <br />Prepared by <br />Public Hearings <br />October 19, 2020 <br />Chris Leeseberg, Senior Planner <br />Item Description <br />Reviewed by <br />Zone Change: Rezone from Two Family <br />Zack Carlton, Planning Manager <br />Residential (R-2a) to Single Family Residential <br />Reviewed by <br />(R-1c) <br />Cal Portner, City Administrator <br />Action Requested <br />Adopt, by motion, an ordinance rezoning certain properties from R-2a to R-1c as the rezoning is consistent with <br />the City of Elk River Land Use Plan adopted as part of the City of Elk River Comprehensive Plan. <br />Background/Discussion <br />Case No. ZC 20-03 <br />Elk River Municipal Utilities is requesting their property, which is zoned R2-a, be rezoned to R1-c. While their <br />building expansion project is permitted as a Conditional Use in the R2-a district, rezoning of the parcels will be <br />consistent with the surrounding zoning, alleviating concerns with spot zoning. <br />The subject area has an underlying land use designation of Mississippi Connections which is consistent with the R1-c <br />zoning district. The rezoning would be consistent with the City of Elk River Land Use Plan. <br />Planning Commission <br />While no spoke for or against the project, an email was received from a resident regarding the project.
