My mouth dropped open. I couldn't believe it. <br />I do understand that incidents are happening in seconds and <br />under heavy stress. However, I do not believe an officer should <br />have access to the video period. It should go directly to an <br />independent source for safekeeping until needed for public <br />review. <br /> <br />Why? Because an officer would have time to manipulate their <br />report. And yes I have been personally aware of this being <br />done. And it can go all the way up the enforcement ladder. <br /> <br />Don't get me wrong. I am proud of our Elk River police force <br />and I believe they do an excellent job. BUT, we have to be <br />smart and know that one rotten apple can spoil the whole <br />cart.
