Approve, by motion, Guaranteed Maximum Price for project and construction management amendment.
2. Adopt, by motion, a resolution awarding bid packages and reassigning contracts to Terra Construction.
3. Approve, by motion, design fee adjustment for BKV Group.
Background/Discussion
On June 15, 2020, Council received plans and initial cost estimates for the public safety building expansion and
Fire State 3. Staff was directed to solicit proposals for construction management services and following selection,
to negotiate a contract with Terra Construction, Inc.
On September 16, the final plans for the project were approved. Following a 3-week public bid period, bids were
opened on October 13. As expected, the market was aggressive as with 151 bids over the multiple categories and
nearly all very competitive. As a result, the total pricing is below the previous estimate.
Set Guaranteed Maximum Price and Award Recommended Bid Packages
The project team recommends setting the Guaranteed Maximum Price (GMP), and accepting bid Add Alternate
#1-EOC casework, #3-roof top air handing unit (different budget), and #4-high speed garage door openers in
each of the garage additions. Alternate #2 was removed prior to bid opening.
Staff recommends seeking quotes on the smaller bid category amounts that only received a single bid each. A
place holder amount is listed in the GMP. The goal is to receive competitive quotes.
Project Estimate Summary
■ Soft Cost Estimate = $1,980,020
■ Public Safety Bid Totals = $6,180,569 (does NOT include Alternate #3 as that is coming out of a different
funding source, however, will be included in the construction pro)ect)
Fire Station No. 3 (estimate) _ $5,880,000
Estimated Total Project Cost = $14,040,589
Approve Fee Adjustment for BKV Group
BKV Group has presented a background letter related to additional design team hours and civil expenditures for
The Elk River Vision
A welcoming community with revolutionary and spirited resourcefulness, exceptional
service, and community engagement that encourages and inspires pi ospei ly.
M
TUREJ
Updated.• August 2020
